It may be that they’ve backtracked and set that policy now, but according to multiple news sources it’s not what they did initially, and I haven’t found any statement to that effect.
They gave no warning that the new policy was coming. Initially, not only did they block the third party links, but many commenters say they also blocked the users’ access to their own photos until the $399 was paid! (As of an hour ago, I still have access to mine.)
