actually sort of, but maybe worse than that even cause many people had nothing at all, that's how it was until just a year or so ago, you could work full time, but therefore make TOO MUCH for medicaid but you sure as hell didn't have enough money to afford the private for profit health insurance, so we had something like 40 million people with NOTHING, and they just went without, unless they were about to die, or broke a leg, or had a heart attack and then they would just have to show up at the hospital, and some hospitals would even turn them away and tell them they had to go down the road, some people died while they were being shuffled to the poors' hospital down the road.
that changed quite a bit with what is now called "Obamacare", which made govt subsidized private for profit health insurance affordable to minimum wage folks. However, there's a very large portion of our republican politicians and presidential candidates who have dedicated themselves to repealing this evil scheme to give people healthcare. They actually voted to repeal it about 35 times, but couldn't do it.
